the Staff Review Letter, the developer entering into a Development Agreement with the City,
and the developer working with staff in regards to the density transition.
Mayor Strommen asked the notification requirement for neighboring property owners for a Final
Plat.
City Planner Anderson replied that staff sent notification letters to properties within 700 feet of
this property as a courtesy because it has been some time since the Preliminary Plat was
approved.
Councilmember Kuzma asked if this would finish the development.
City Planner Anderson replied that this would complete all parts that had entitlement, noting that
there is an additional outlot, but noted that the developer would need to go through the entire
process to seek approval.
Mayor Strommen stated that there was concern from the neighborhood with the density
transition, which was a requirement of Preliminary Plat and was concerned that homeowners
may be upset that they are not getting that. She stated that perhaps there should be an additional
comment that staff work with developer on the density transition.
City Planner Anderson stated that he spoke with the developer and they are willing to work with
the City and excited to be moving forward. He asked for further explanation from the Council
on the type of transition desired, whether specific to the original transitioning or to allow for
additional discussion.
Mayor Strommen stated that she would be flexible, using a combination of existing and new
trees and confirmed the consensus of the Council.
Motion by Councilmember Johns, seconded by Councilmember Kuzma, to adopt Resolution
# 16-05-103 Granting final Plat Approval of Brookfield 7th Addition.
Motion carried. Voting Yes: Mayor Strommen, Councilmembers Johns, Kuzma, Riley,
Shryock, and Williams. Voting No: None. Absent: Councilmember LeTourneau.
7.06: Consider Adoption of Resolution #16-05-092 Approving the Issuance of General
Obligation Street Reconstruction Bonds
Finance Director Lund reviewed the staff report and recommendation to adopt Resolution # 16-
05-092 approving the issuance of general obligation street reconstruction bonds.
Motion by Councilmember Kuzma, seconded by Councilmember Johns, to adopt Resolution
#16-05-092 Providing for the Sale of $1,735,000 General Obligation Street Reconstruction
Bonds, Series 2016A.
City Council / May 24, 2016
Page 7of10
