Councilmember Williams stated that she would like the language to be clearer to ensure that the <br />same consideration given to phase one will be given to phase two. <br />Asst. City Administrator/Economic Development Manager Brama stated that staff can certainly <br />revise the language to make that point more clear. <br />Mr. Lenhoff stated that Aeon had the understanding that phase two would be given the same <br />consideration and therefore did not have an issue making that language more clear. <br />Councilmember Riley noted that the last affordable housing project that came before the Council <br />and failed was requesting Ramsey funding while this project is not requesting any Ramsey funds <br />for their project. <br />Motion by Councilmember Riley, seconded by Councilmember Williams, to approve the <br />Purchase Agreement between Aeon Portfolio II LLC and the City of Ramsey, subject to changes <br />by the City Attorney. <br />Further discussion: Councilmember Kuzma asked Aeon if they feel confident that they will be <br />able to fill the apartments, even with the other apartments in Ramsey. Mr. Lenhoff stated that he <br />is confident that Aeon would be able to fill the building very quickly because of the high demand <br />for the product. Mayor Strommen stated that as these projects come forward it would be helpful <br />for staff to update the housing stock numbers, noting that she was able to find the numbers <br />within the Comprehensive Plan. <br />Motion carried. Absent: Councilmember LeTourneau. <br />7.04: Lifestyle Construction Services LLC Purchase Agreement for OUTLOT A of <br />Ramsey Town Center 8th Addition (Portions may be closed to the public) <br />Asst. City Administrator/Economic Development Manager Brama reviewed the staff report and <br />recommendation for the Council to review the Purchase Agreement for OUTLOT A of Ramsey <br />Town Center 8th Addition. He noted that the EDA reviewed this case on May 5th and <br />recommends that the Council approve the Purchase Agreement subject to adding a construction <br />deadline and adding a requirement for a Development Agreement to be approved by the City <br />before closing on the Purchase Agreement. <br />Bill Gleason stated that he started in the real estate business in 1978 and provided a brief <br />summary of this experience. He provided additional information on the details for this potential <br />project, noting that there are some challenges with utilities and therefore he would be proposing <br />12 separate lots. He provided a sketch of a potential product, noting that the product would have <br />interesting design for both the front and back in order to make the view appealing from both <br />sides. <br />City Council / May 10, 2016 <br />Page 8 of 10 <br />
