Councilmember Johns stated that this is a great planning tool and she would like to see large <br />projects remain in the 2020 bucket to ensure that the City does not lose sight but noted that <br />numbers for those items would not necessarily need to be included. <br />Councilmember Shryock agreed that including the items helps the City keep their eye on those <br />items. She noted that if there is concern with the bottom line number, people can easily look <br />through the document to identify the source. <br />Councilmember Kuzma stated that he has heard numerous comments from residents regarding a <br />future community center and therefore would like to keep those items within the plan. He noted <br />that he would prefer to have the financial numbers removed and the price could be listed as a <br />TBD. <br />Councilmember Riley stated that he is concerned that it would be portrayed that the City is <br />planning on building that item and noted that there are no plans or designs at this time. He stated <br />that he would not have a problem keeping that item on the plan but would prefer to see it pushed <br />out further or creating another category such as opportunity. <br />Mayor Strommen asked if the category five, opportunity unfunded items, could be removed to <br />create a separate list of those items. <br />Parks and Assistant Public Works Superintendent Riverblood stated that with the new 10 year <br />format he would be concerned with merging the supplemental park improvement plan into the <br />document because some of those items are beyond 10 years. He asked if that should remain a <br />separate item. It was the consensus of the Council not to have additional separate documents. <br />Councilmember Johns agreed that the item should remain on the plan and believed that a <br />financial amount should be included as well in order to keep people informed of the potential <br />price. <br />Mayor Strommen agreed that it would be helpful to keep the financial information as that <br />provides a truer picture of the estimated cost of those items. She stated that she would be in <br />agreement with pushing those items out to 2020 and noted that they are all clearly marked as <br />unfunded. She noted that there is a difference between items such as the community center that <br />are unfunded opportunities and items that the City is actively pursuing funding. <br />Councilmember Shryock agreed that the larger future items should be pushed out to the fifth year <br />and the financial information should remain in as well. <br />City Administrator Ulrich noted that staff will review the items to determine which items should <br />be pushed out further as future unfunded opportunities. <br />2.02: Policy for Leasing City Owned Land <br />Asst. City Administrator/Economic Development Manager Brama reviewed the staff report.
