Mr. Fisher stated that with the leases he has been involved with, the only under market rate that <br />he is aware of is Youth First, which is a special property within the City. He noted that the other <br />properties he is involved with are within the range of market rental rates. <br />The consensus of the Council was to direct staff to work with Mr. Fisher to develop a draft <br />policy. <br />Councilmember Riley stated that it appears to him that the rental reductions requested by the <br />specific property seems like a large ask but noted that he would defer to staff. <br />Councilmember Johns noted that perhaps instead of separating between for profit and non-profit <br />businesses the City should look at properties inside and outside of the RALF area. <br />Mayor Strommen asked the Council for their opinions on whether or not renewals and <br />expansions should be allowed. <br />Councilmember Kuzma stated that he would be in favor of allowing expansions and renewals. <br />Councilmember Riley stated that he would also be in favor of leasing properties but noted that <br />language should be included that the property would be taken back when the highway project is <br />ready to move forward. He also believed that language should be included to limit additional <br />access points and perhaps beautification to the extent possible. He noted that in terms of <br />renewals, language should be included that specifies that a lease may be canceled if a highway <br />project comes forward. <br />Mayor Strommen stated that perhaps an additional policy should be created that would specify <br />the length of notification time that the City would provide for businesses if they are aware the <br />highway project is going to move forward, such as six months to two years. <br />Councilmember Williams stated that she would be willing to let businesses continue to use the <br />sites until the date of acquisitions. She stated that improvements that would be considered <br />owned by the tenant should not be allowed as she would not want to see the City have to <br />reimburse the tenant. She noted that perhaps language could be included to specify that it would <br />be the responsibility of the tenant to remove improvements as she did not want to see an <br />additional expense for the City. <br />Mayor Strommen stated that she supports those comments to a point but would want to see the <br />City put a deadline on the improvements and expansions, as she would want to ensure that the <br />City appears shovel ready for the highway project. <br />Councilmember Shryock stated that she would not want to see structural expansion but was not <br />opposed to pavement expansion for extra display space. <br />Asst. City Administrator/Economic Development Manager Brama stated that staff has received <br />word in the last six months that the RALF program is open but the criteria is very challenging <br />and it is therefore difficult for staff to submit the applications.
