funds available for the State to purchase certain properties ahead of time in order to ensure that <br />properties that do expand do not increase the value of the land. He noted that there would be <br />language within the agreements that would ensure that the business owner would supply the <br />necessary funds to remove the improvement when the time comes. <br />It was the consensus of the Council to direct staff to create a draft policy to come back before the <br />Council for review. <br />Asst. City Administrator/Economic Development Manager Brama asked for direction on the <br />aesthetic of the corridor. <br />Councilmember Johns stated that she would appreciate anything that could be done to improve <br />the aesthetic of that corridor. <br />Councilmember Williams stated that she would not want to see anything called for outside of the <br />normal zoning code but would want to ensure that tenants of the City are meeting the <br />requirements of the zoning code. <br />Mayor Strommen stated that she is hesitant to have people invest additional funds as the land <br />will eventually be torn up. <br />It was the consensus of the Council that the zoning code should be followed but business owners <br />should not be required to go above and beyond. <br />Councilmember Riley asked if it has been determined at this time whether there are properties <br />that could be sold as they will not be needed. <br />Asst. City Administrator/Economic Development Manager Brama stated that he would not want <br />to sell any of those properties until the preliminary design is completed on a specific highway <br />project, when the impacts and actual amount of right-of-way needed will be known. <br />3. TOPICS FOR FUTURE DISCUSSION <br />3.01: Review Future Topics/ Calendar <br />Councilmember Riley stated that he would like to entertain the idea that the City stop subsidizing <br />any future apartment projects within The COR as that is the only build out that has occurred in <br />The COR and he felt that the development was becoming out of proportion. <br />Mayor Strommen stated that perhaps that would be a good topic for a joint meeting with the <br />Planning Commission. She stated that perhaps the discussion would center on what the City <br />wants to accept at market value and what the City wants to incentivize.
