In comparing tha Raudio pr~,perty located on 149th Avenue west of <br /> <br />l~amsey Boulevard with the previously listed site requirements, I found <br />that it meets the location requirements of items 1, 2 and 3 very well. <br />~his site also ~eets the r~guirements of items 4-8 extremely well, <br />since the area available f~r purchase varies from 0 to approximately <br />70 acres. Based on needs, it is estimated that the City should <br />acquire 15-20 acres for a ~+ublic works site. Since the Raudio <br />property is adjacent to th(~ proposed airport clear zone, the City <br />could acquire 15 acres at this time° If the airport proceeds as <br />planned, an additional 5 acres at the corner of 149th Avenue and Ramsey <br />Boulevard is proposed to b~ acquired. Half of this 5 acres is outside <br />the clear zone and would b(~ buildable and the other half would be <br />suitable for storage~ <br /> <br />The adequacy of this site ~!o~a municipal well is questionable due to <br />the short distance to the ~.andfill. However, the Raudio site would <br />provide an additional benefi~ to the City as a resource of sand and <br />fill material. Depending ¢,n the development and grading of the <br />surrounding area, I have e~tJ.mated that approximately 100,000 cubic <br />yards of material could be removed from the site. Sand could be used <br />for sanding operations dur~n~ the winter which would result in a <br />savings of approximately $5,000 annually. Fill material could be <br />utilized for construction ¢,f future roadways or miscellaneous uses. <br />The construction of 153rd Avenue as a east-west corridor in the City <br />will require large quantities of fill material. It is estimated that <br />the fill material could save the city an average of $5,000 per year <br />for a period of 10 years. Adding the savings for sand, the overall <br />savings for the excess mat(~ri, al is estimated to $100,000 over a ten <br />year period. <br /> <br />The Raudio site is zoned industrial and would be comparable with the <br />surrounding area. <br /> <br />In reviewing th~ Raudio si~e, I made a cursory review of four other <br />sites as shown on the attached Municipal State Aid Street System map. <br /> <br />To compare the sites, ~' raled, each site in comparison with <br />requirements for a public ~orks site. All sites were given a rating <br />between 1 and 5 for each r~quirement. A rating of 5 was considered <br />excellent and a rating of ) was considered poor. In addition to <br />rating each site between 1 and 5 for each requirement, I weighed the <br />public works site requireme~nts between 1 and 3. A requirement with a <br />three rating would be thre~ times as important as a one rated require- <br />ment. Therefore, a rating of five (excellent) on a site with a three <br />rated site requirement (most important) was given 3 times 5 or 15 <br />points.
