Councitmember Elvig explained during the discussion in the public Works Committee meeting it <br />was noted the difference in cost will only be a dollar or two, but this will be much easier for staff <br />to compute, <br /> <br />Councilmember Zimmerman asked if staff would notify those people who are no longer active <br />on the site for business. <br /> <br />Assistant Public Works Director Olson replied staff will. notify those properties that no longer <br />have businesses that they will no longer receive the ½ business rate. . <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Pearson, to adopt Ordinance <br />#04-14, An amendmenf to Section 4.80 of the City Code, which Section 4.80 is entitled "Storm <br />Drainage Utility" and which was adopted pursuant to City Ordinance 00-0 I. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, Councilmembers Elvig, Pearson, Cook, Kurak, <br />Pearson, Strommen, and Zimmerman. Voting No: None. <br /> <br />Case//4: Report from Finance Committee <br /> <br />Councilmember Elvig reported the Finance Cormnittee met prior to the Council meeting and <br />discussed the following cases, with the Order of the cases changed: <br /> <br />Case #2) <br /> <br />Approve 2003 Flintwood Terrace Capital Improvements and 2004 <br />Observation Pier <br /> <br />Parks/Utilities Supervisor Riverblood explained as part of the 2003 Parks Capital Improvements <br />Program (CIP), irrigation and two shelters were proposed for Flintwood Terrace Park. In late fall <br />2003, City Council authorized preparation of specifications and the receipt of quotes and bids for <br />the various elements of the project. This work has been completed and this case will be <br />requesting approval to complete the project. The project entails irrigating the entrance along <br />147 Avenue, the playground area and the small ball field. To the north of the play~ound will <br />be a 25 foot hexagonal shelter, with another shelter at the south side of the 'lake' west of The <br />Ponds subdivision. In total the various elements of the project are estimated at $75,000. This <br />includes 615 feet of overlay that is proposed ~br trail that is damaged north of 145th Court. The <br />Finance Committee recommended the Council authorize staffto enter into agreements with the <br />various vendors and contractors to complete the.work for this project, at a not-to-exceed amount <br />of $9,000. <br /> <br />Councihnember Elvig indicated the Finance Committee agreed this looked like.a very good <br />proposal. The funds are available and it represents putting a nice amenity into an area paid for by <br />the construction nearby that would benefit the local surrounding area. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Strommen, to ratify the <br />recommendation of the Finance Co~m-nittee and adopt Resolution #04-04-097 approving the <br />transfer of excess general fund revenues to the equipment revolving fund, facilities construction <br />fund and the improvement revolving fund. <br /> <br />P34 <br /> <br />City Council/April 27, 2004 <br /> Page 12 of 33 <br /> <br /> <br />
