The moratorium is effective June 14, 2004 <br />through Scpterr~ber 12, 3004. The <br />City has processed several 2.5-a,_:rc subdivisions in the past couple of years; there is concern that <br />additional 2.3-acre deveiopment; t~ay complicate planning for the possible extension of urban <br />set'vices b~:wmd their cut-rent lo, ation. The City Council has directed the Planning Commission <br />and stal!~[: [() cot]sider new de. vel~>p:]~cnt standards for the Rural Developing district that address <br />these conc~rl~s. <br /> <br />There are tw() general types of su ;division standards that may be used to prese~e land for ~mre ' <br />urban develo pm~:m: clust,zr,"o pen ;pa,:e standards and ghost pla~ing. Under cluster-type <br />ordinances. ~lte traits permitted b,. iht_ Lmderlying zoning are clustered on smaller lots on one <br />portio~ of thc property, witl~ ~he r:m~tainder typically le2 as one parcel. The remainder parcel may <br />be placed tracer an easement fi~r i ernmncnt open space pu¢oses, or may be reserved for ~mre <br />developmc~t.
