The City of Ramsey cmTently requires a resubdivision plan for development outside of the cmTent <br />urban service area, but this plan has no formal bearing on future development on the property. <br /> <br />There are many cities and counties in the Twin Cities area that have duster and open space <br />ordinances in place. For the most part, these ordinances seek to permanently preserve open space <br />or protect sensitive areas rather than-reserve land for fum~e urban development. The City.of Inver <br />Grove Heights has a requirement for an Urban Subdivision Overlay for rural subdivisions that are <br />10 acres or larger. Tills requirement is similar to the City of Ramsey's resubdivision plan <br />requirement, in that it does not formalize requirements for future urban lots or control the. <br />placement of houses on the new rural lots. <br /> <br />A combination of a cluster/open space ordinance and ghost platting requirements is one possible <br />strategy for the Rural Developing District in the City of Ramsey. Staff would like the Plmming <br />Commission to review the-attached report and provide feedback on the following: <br /> <br />Needed Ordinance Outcomes: <br />· Allow some development now, while preserving some land for future development <br />· Ensure allowed development is compatible with future development (lot size, streets, etc.) <br /> <br />Mai or Issues/Concerns: <br />· Should property owners be allowed same number of units as under current zoning, more, or <br /> less? <br />· How should the undeveloped portion be controlled? Should it be platted? Should deed <br /> restrictions be required for all lots? <br />· How should the City address possible opposition to future urban development on the parcel? <br />· Should the City require community septic to do clusters? How should utility and other <br /> assessmems be handled? <br />· Are there other, more appropriate options to preserve land for future urban development? <br /> <br />· Is there a minimum lot size where clustering/ghost platting would be permitted? <br />· Should the City provide some option for simple lot splits? Under what criteria might this be <br /> permitted? <br /> <br />Commission Action: <br /> <br />Review the attached materials and provide direction on staff for a draft ordinance, for a public <br />hearing at the July P[mming Commission meeting.
