Absent: Commissioner Ostrum. <br /> <br />Case #2: ['ark Dedication 1'o~ Rivenwick Village <br /> <br />Civil Engineer 1I IAnton indicated staff discussed the sketch plan for the proposed townhome <br />project known as R ivenwick Villag,: at the November Park and Recreation Commission meeting. <br />Of the larger 31.5--acre parcel, 26.:; acres were expected to consist of three different styles of <br />townhomes. 'l'hc revised plat w;ts ~;ubmitted in February of 2004, showing two styles of <br />buildings. Copies of the Ptatming Commission case were provided, which included the review <br />process that pcr[ormed a traff'~c and noise analysis. The results of the noise study indicated a 15- <br />foot high wall would be required along Highway 10 to mitigate the noise below the State <br />threshold. Discussion was ongoing: between the Developer, the City, Mn_DOT and MPCA over <br />alternatives to the wall. <br /> <br />Civil Enginecr 1I I inton noted that dm lng the 2003 platting of Rivenwick 3rd addition there was <br />consensus that improvemer[ts to tht'~ existing Riverdale Park should occur as soon as possible to <br />serve the new residents this plat w~mlct bring to the area. In addition to the existing residential <br />neighborhood, the ,,ownhomes men~ ioned above brought 112 more units. Rivenwick Village was <br />proj erred at approximately 192 add itio~al urdts. <br /> <br />Civil Enginec~ II [Anton explaine,/ ti'mt the purpose of this case was to consider what park <br />improvements should be construtted and how those elements might be incorporated into <br />Rivcnwick Village's Development Agreement to insure that the recreational needs of the larger <br />neighborhoocl wert~ met. He noted thc draft Development Agreement had been provided for the <br />Commission's review and discussi(m in anticipation of receipt of the Rivenwick 4th Preliminary <br />Plat early in 2004. If thc; Comrr:ission recommended that park dedication be satisfied in a <br />manner similm to the attached d~a.~l document, staff could forward it to the development <br />company tbr its r¢;.tetion.
