Cotmcihncmbcr S i~'ommcn noted ¢:,~ p~ge 11 the unsewered lakes show the nonriparian lots with
al larger area and width than riparia~t lots, and this should be reversed.

Assistant Corn mmtity Developmen Director Trudgeon indicated this will be corrected.

Counci Imcmbczr S~romnacn in¢lttired il' the EPTF had had any thoughts regarding this ordinance.

Joe McDilda, mc~nber oF the EP~I'F: stmed the EPTF reviewed this for the first time at their
regular meeting l~ts! Monday. Fern tdationally it is well written and he thinks it represents what it
is they were trying to do. There i.; qt~ite a bit of Ramsey however, that is not covered by this
ordinance, and on~'~ of' tiao things h..: would recommend to the Council, which they are working
on, is the incorporation of wetland buffers with all of the wetland they have in Ramsey. This
covers a certain part of Ramsey, b..~t much of Ramsey wetlar~d is not covered by this. There is
quite a bit more work to do; but he ~tpplauds this effort.

.Ion l~nstmm, ~;702 181 ~t Avcmte N W., t~tated he probably has the largest body of water in the City
of` Ramscy that is privately owned, l~le questioned how this will affect his property.

Assistant (iommm~ity Devclopmen I)irector T~n. tdgeon replied this ordinance is all-inclusive; it
is foully sci up to regulate devclop~.~el~i along shoreland. It calls very specifically what the DNR
classifies as ~ttl~';~l cnviromnent '.akes, recreational development lakes, general development
lakcs and general developn-tent stream,~. Some of those lakes are actually larger wetlands. The
only way this would directly affect Mr. Enstrom is if he is listed, however, as they go ahead with
wctland regulations; some b~tf'['cring ~'cqtfirements may take place with any wetlands.

Mayor Gamcc suggested Mr. ~,:,nst~-om meet with Assistant Community Development Director
Trudgcol~ to set: how his property wilI be affected.

Councilmembc~' St;'ommen cncoura:~ed Mr. Enstrorn to attend the EPTF meetings, as the wetland
buf`f'cr will likely aftDct his situation

Mayor Gan]cc dire.~zted staff to infoem Mr. Enstrom of any EPTF meetings that would pertain to

Councilmcmhcr Kt~'ak inquired if ibc wetland buffers that are determined by the EPTF will be
incorporated into ti d s ordinatncc.

Assistant ('.ommm~ity Develoi)ment Di~'ector Trudgeon replied the buffers could be in a separate
section or integratc, l inlo ×chins disiricls.

Motion by ('otmcilmcmbe~ Strommc~, seconded by Councilmember Cook, to introduce an
ordinance to t~pclatc the Shoreland Mtmagement section of City Code in accordance with the
State model ordina~c¢.

C~ty Council/May 25, 2004
