Votir~g No: None. <br /> <br />Case#13: Authorizatio~ to Apply tbr Grants through the Livable Communities <br /> Demonstration Account Program; Case of City of Ramsey <br /> <br />Assistant Con~tnu~fity Devclopme~t Director Trudgeon explained the Metropolitan Courtcil <br />recently opened up a new round of ~hnding lbr Opportunity and Development Grants through the <br />Livable (?ommunitics Demonstrati(m Accounts Program (LCDA). The LCDA program has two <br />grant categories: ()pportunity Gran~s, which may be used for costs associated with planning, and <br />Development ( irams, whict~ may bc used tbr hard costs associated with a specific project such as <br />site assembly, laml acquisition, an{i other construction costs. This year there is a total of $7.7 <br />million in I'unding available, with ai least 30 percent targeted for cities located in the developing <br />portion of thc region, which inclu~le~ Ramsey. Staff is proposing to apply for both grants in <br />2OO4. <br /> <br />Assistant Con mmnity Development Director Trudgeon explained for the Opportunity Grant, staff <br />proposes to apply 16r fimding to as~ist in the Comprehensive Planning process authorized by the <br />City (:ouncil on May 11, 2004. It .-;hould be noted that the City has received $33,000 from the <br />Metropolitan Council to complete t: slttdy of the Central Rural Reserve, as required by the 2001 <br />Comprehensive Ph~n. This f'unding wa:¢ awarded through a separate grant program. In 2002, the <br />City was awarded $~00,000 in LCI)A Development Grant funds to assist in the construction of <br />Sunwood l)t'ivc th~-ough Town Cenier. The City Council has awarded a bid for this project, and <br />construction will b%in in thc next couple of weeks. In 2003, the City was awarded $2.2 million <br />in LCDA Development Grant fimds t(~ assist in the construction cfa parking ramp. <br /> <br />Assistant Commu~'~ity Devclopme~t Director Trudgeon explained staff with the Opportunity <br />Grant staff' is requesting permission to apply for dollars to help with the planning process of the <br />sewer extension to the north. For ti~e l)evelopment Grant staff proposes to apply for funding to <br />assist in thc const~t~ction of a~ amphitheater, pedestrian bridge, and trails in Town Center Park - <br />East. Thc Opportt~nity Gra~]t will likely come in at $30,000 and $50,000, and staff time and <br />other- rcsom'ccs ca~; be used as thei~ costs to share in that. The Development Grant is a match, <br />but other costs th~[ will hc going in'to the park project should be able to cover that.
