Advance Acquisition Loan Application Procedures <br /> <br />A. Statement of need to ac,quire property, including evidence regarding <br /> imminent conversion. ~ <br /> <br /> : <br />The Minnesota Department of T~ansportation (Mn/DOT), the City of Ramsey (City), and <br />Anoka County (County) all support improving ~nd upgra~digg Trunk Highway 10 (TH10) <br />from an expressway to a freeway; and planni~glW~rk oB ~orridor has already staked <br />in the form of the TH 10 Corrid~r Managemenf~i'An ~6~pleted in spr ng 2002 and the <br />Ramsey TH 10 Corridor AUAR c,)rnpleted in sum~2~03 <br /> <br />The TH10 Corridor Management Plan recommends th~::~SBversion of the existing four- <br />lane expressway [o a six--lane froeway through Ramsey. *~;~.~planned improvements to <br />TH 10--including the freeway expansion--may not happen for several years. However, <br />given the rate of growth and development currently occurring along TH 10 in Ramsey, <br />the City has dewfloped and impiemented interim strategies including an official map to <br />prese~e and protect right--of-way on TH 10 and maintain the viability of future <br />improvements. <br /> <br />The proposed TH 10 freeway corridor lies between existing TH 10 to the south and the <br />Burlington Northern Santa Fe r~il line to the north. Given the constraints within the <br />proposed area, the freeway alignment would generally follow the existing TH 10 <br />alignment. This conclusion can be determined as a result of the following factors: the <br />BNSF Railroad line limits opportunities to move the TH 10 freeway alignment to the <br />north of the railroad; and environmental constraints to the south, including The <br />Mississippi River National Riw3r and Recreation Area (MNRRA) and residential <br />development constrain moving the fl-eeway alignment to the south. <br /> <br />While this limits the nUmber of expansion and realignment alternatives to that of the <br />existing THIO alignment, access management and safety becomes an issue. <br />Improvements to the current roadway require the elimination of a significant number of <br />existing access points to private businesses and residential properties within the study <br />area. Future access would be limited to interchange locations which would require <br />significant acquisition of right of way to meet design and construction standards, and <br />would preclude any future acces~ to properties within the proposed area. <br /> <br />City of Ramsey <br />Preliminary Approval Application -- RAL F program <br /> <br />1 June 2004 <br /> <br /> <br />
