ORDINANCE #04-XX <br /> <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />4TATE OF MINNESOTA <br /> <br />AN ORDINANCE OF THE C1T5f OF RAMSEY, MINNESOTA ESTABLISHING <br />SPECIAL SERVICE DISTRICT NO. 1 WITHIN THE CITY LIMITS OF THE CITY OF <br />RAMSE¥ <br /> <br />Section l.Whcrcas Clauses. <br /> <br /> (a) Wf 1 [,;REAS, owners of ?~5% or more of the land area of property that will be <br />subject to service charges in a propc,scd special service district and owners of 25% or more of the <br />net tax capacity that will be subject ..'_o service charges in the proposed special service district <br />have filed a pctitio~ with thc City of Ramsey requesting a public hearing on the establishment of <br />a special service di',;trict; and <br /> <br /> (b) Wt I_~REAS, the City Cotmcil of the City of Ramsey adopted a resolution on the <br />1 lth day ol'May, 2004 calling a public hearing to be held on June 8, 2004, at 7:00 p.m., at Fire <br />Station #1, Ramsey, Minncsota, to discuss the proposed establishment ora special service district <br />encompassing the at'ca described on I~;xhibit A attached hereto within the City of Ramsey; and <br /> <br /> (c) Wtll:,REAS, thc notke ol? the time, place and purpose of said public hearing was <br />published twice, tw{~ wceks apart in he official newspaper of the City; the last such notice <br />having been published more than thr~:e days prior to the date of the hearing; and <br /> <br /> (d) WI II';I~,I:;AS, thc notice of the public hearing was mailed to the owner of each <br />parcel within thc area proposed to be included in the special service district; and <br /> <br /> (c) WI lliREAS, thc public hearing was held at Fire Station #1, 15050 Armstrong <br />Boulevard NW, Ramsey, Mimlesota ~)n .lune 8, 2004, at 7:00 p.m., and any person affected by <br />thc proposed special service district ~¥as permitted to testify on any issues relevant to the <br />proposed special service district. <br /> <br />Section 2. l';stabtishment of])istrict. <br /> <br /> Thc City Com~cil of thc City ~;f Ramsey hereby establishes a special service district <br />encompassing thc area described on l ;xhibit A attached hereto. <br /> <br />Section 3.
