Staff will <br />update the review letter arKt attact~ the tables outlining the approved setbacks as Exhibit A in the <br />Development Agreement, which i:; addressed as part of the final plat review. <br /> <br />The revised dew~lopment still m::ets the off-street parking, open space, townhouse size, and <br />architectural standard requirement:; established in City Code. <br /> <br />As you may recall, the City engag~zd the services of a consultant to complete a noise study and it <br />was stated that a 45 fbot barrier w~mld be needed in order to meet MPCA's daytime noise decibel <br />standards. Thc City Council discussed appropriate sound mitigation measures and requirements <br />at length during preliminary plat review in April. The City Council granted preliminary plat <br />approval with the installation of an eight foot high 'fence, along with a 10 foot high section <br />installed where the units were lock,ted immediately adjacent to HJ, ghway 10. The revised plat is <br />providing an cigl~t fbot berm and landscaping along the berm adjacent to Highway 10 to address <br />tra'l'tSc noise c~mc,:rns instead t~f'th~; proposed wall. The developer was unable to construct a berm <br />within thc original plat, h~,wever ,vitb the proposed revisions, a berm is now possible. The City <br />Council will need to distress whether the proposed eight foot berm and related landscaping still <br />meets the i~tent o1' Council's sr;un~l mitigation measures approved as part of the original <br />preliminary ptm.
