There }las been a lot of discussion regarding improvements and the <br />availability o[' l'ttnds. The Finance l)irector has put together a list of funding sources. The costs <br />o[' thc 2003~4 ~lmcrcst Pa~'k Pa~'kin?, Lot, the 2004 CIP Elmcrest Park Trail along TH 47, and the <br />2004 CIP Quicksilver Extension to i!hncrest Park comes to a total of $699,000. He reviewed the <br />budget map of th(: proposed improvements. The proposed improvements include the main <br />driveway across th~' park to 163''d I_a~c, the street connection to the north to Quicksilver Street, <br />thc east parking lot and associated tiails and a trail connection through the southeast comer of the <br />park to 1 ()0t~' l,anc. All of thc stem, sewer will be installed as part of this phase. He advised the <br />estimated cosl Ik)r this work is; $584,~,00. This will provide 180 parking stalls. <br /> <br />Assistant Public W~}rl<s Director Ol:;on reviewed tile moderate map of the improvements. He <br />advised stal't~ rcconmmnds solicitinl bids for the work using the moderate proposal as the base <br />bid and thc additiol]al work bid as a~ al!ernate. <br /> <br />Cotmcihncmbcr Kt~mk asked if the project would be paid from the Park Dedication Fund. <br /> <br />Assistant Public \,\;orks Director Olson responded in the affirmative. He explained in most <br />instances those l~unds arc con]lng fr,)m a combination of park dedication and trail fees that have <br />beet] accumulated in the past. Stall st~ggests that the Oak Park District is directly to the east of <br />this district and its ~';oul recreational facility iix the area is provided by Elm Creek Park. <br /> <br />Councihncmbcr Cook stated he re',~lly thinks they should move on the whole project and not <br />phase it fbr several reasons. If it is phatsed and both phases are done this year it will affect two <br />seasons of ttsc ill thc park. In his experience when something is phased there will be a higher bid <br />on a smaller pro jet1 than on afl ~11 p~ eject, even if there is not an increase in cost.
