5. POLICY BOARD BUSINESS <br /> <br />5.01: Review Landscape Plan for The Station Preliminary Plat located at the 7200 Block of <br />Ramsey Parkway in The COR (Project No. 16-09); Case of D.R. Horton, Inc. <br /> <br />City Planner Anderson presented the staff report and Landscape Plan for The Station Preliminary <br />Plat located at the 7200 block of Ramsey Parkway in The COR as proposed by D.R. Horton, Inc. <br /> <br />Board Member Lewis asked if Rhinestone St. was the only road adjacent to the development with <br />an existing sidewalk. <br /> <br />City Planner Anderson indicated that was correct. <br /> <br />Board Member Lewis asked if it was anticipated the perimeter would be bounded with sidewalks. <br /> <br />th <br />City Planner Anderson stated there will be public sidewalks along 146 Avenue, Peridot Street, <br />and East Ramsey Parkway. He noted the boulevard areas that do not have sidewalks will be <br />landscaped with trees and turf along with trees and turf installed on the existing boulevard along <br />Rhinestone Street. In addition to that, the interior of the site will also be mixed with trees and <br />shrubs. <br /> <br />Board Member Lewis asked if the new sidewalks bounding the perimeter would be six feet wide. <br /> <br />City Planner Anderson stated they have sidewalks on the opposite side of Peridot Street as well as <br />th <br />on the opposite side of 146 Avenue and from a staff perspective they felt it was acceptable to <br />match that built environment so there is a consistent look and feel there. Where it ties in with <br />Rhinestone Street it will be proposed to be five feet wide. He stated this development plan came <br />forward six or seven years ago and never materialized. He stated DR Horton feels that it is set to <br />the current demand and they have recycled their plans from a handful of years ago. Those plans <br />had gone through the approvals at that time and had been approved. They do have a little bit of <br />flexibility because it is in the COR. The COR design framework would call for a six-foot-wide <br />boulevard and sidewalk. He noted these would still be ADA compliant. <br /> <br />Board Member Lewis asked if the five-foot width versus the six-foot width would change how <br />maintenance would occur such as snow removal. <br /> <br />City Planner Anderson stated it would not as far as he knew. One of the things staff looks at is <br />what the development will do to their maintenance practices. <br /> <br />Board Member Bentz stated going forward since there are issues with the City wells, he thought <br />this would be a good project to have the builders come forward with an irrigation plan. It looks <br />like it is very compact so he wondered if an irrigation system was really necessary. He thought <br />that the micro-climate might also cook the plantings because it is also calling for some rock in <br />some areas. He noted he was not against the irrigation but thought it more responsible to keep <br />track of the potable water versus the irrigation water and if the City can do anything with that <br />information. <br /> <br /> <br />Environmental Policy Board / March 21, 2016 <br />Page 2 of 6 <br /> <br />
