The Metropolitan Council's <br />approval of thc {~ity's Comprehend:ire Plan identified that continued rural development in the <br />southern half' ol' inver Grove [~cig} ts was not consistent with Regional Growth Policies for the <br />2040 Urban. Reserve zX2'ca. A corn ition of' that approval was that the City study approaches to <br />prcplan for urban development in ~.~ral areas. The report is also intended to provide guidance to <br />thc Mctropol [tan Council and local eovermnents with rural areas that could urbanize. <br /> <br />This report evaluates thc applicaticrt o1:' preplamfi_ng tor urbanization in rural Inver Grove Heights <br />through techniq u cs such au :'ghost )latdng" and open space design. It is anticipated that elements <br />from examples included i~t this stu~ iy will provide guidance for other local jurisdictions. The fact <br />that there are ve~ y ~kw examples i~ practice locally, regionally, or nationally suggests that this <br />issue is att least difficult, it not imp~ actical un.der most circumstances. This study does not attempt <br />to validate these perceptions, t'athe~ explore ways in which urbanization could occur under the <br />right cJrctml:~tanccs. <br /> <br />Metropotit:3n Growth [ olicy pre- and post 2020 <br />The MctrOl>olitan Council has iden~ ified the Urban Reserve the area that will accommodate urban <br />growth, post 21)2() rtn'ough 2040. P, ior so extending services in the Urban Reserve, the 2020 <br />Metropol kan Urban Service Area (viUSA) will accommodate new urban growth demands. <br />Currently, Ibc po[icy fbr the Urban Rcsetwe is to limit development densities to 1 unit per 10 <br />acres or less. [t is thc position ot' thc Metropolitan Council that these densities will allow for the <br />extension of' urb;tu scrvice:~ 1:o support urban densities post 2020. The 2040 Urban Reserve Area <br />extends through d~e southern half o t' in vet Grove Heights into the City of Rosemount.
