Generally, Mr. Cox' <br />question addresses what J.s the l~licy of the City Council regarding its <br />delegation of auth~>rity. <br /> <br />I have drafted a f~iicy which mg.y ~fford the City Council the maximum amount of <br />flexibility while limiting o~ defining the scope of authority of those <br />individuals who ar~ appointed t~, represent the City of Ramsey in areas where <br />the entire City Co~_mcil cannot ~erve: <br /> <br />AGENTS OF THE CiTY COUNCIL <br /> <br />Policy <br /> <br />The City Council, as a governing{ }:~3dy, is responsible for developing policy for <br />Ramseyo Yet, from time to ti~e the City Council may select its agents to <br />represent the City in matters i~cluding policy development, administration, <br />liaison functions, and polio7 ~-~plementation. When such agents are assigned to <br />represent the Ci~:y Council~ ~.he scope of authority shall be defined by <br />resolution including, b[~t not 3 imited to, permitted acts, prohibited acts, <br />duties, and reuorting requirem(~nts.
