Councilmember ~-~orteberg int) oduced the following resolution and moved for its adoption: ~SOLUTION #82-158 WHEREAS, Federal Cartridge Corporation has indicated that it is willing to giw~ as a gift a~proximately 45 acres of unimproved land to the City of Ra~ey., which 45 ac~es is legally described as follows, to-wit~ Southwest Quart~.r ~f the Northwest Quarter (SW ¼ of NW %) and th~ West 185 feet of the Southwest Qui~rter of said No~thwest Quarter (sw % of NW %), al3i~ in Section 36~ Town, ship 32, Range 25, Anoka Co~n~ty, M~nneso~ a~ and WHEREAS, prior ~o finalizing and transferring fee title to the said 45 acres, Federa]~ Cart~ idge desires the following information regarding the City's plans for the pre pe.~ty~ to-wit: 1) be developed? How will thc ~?operty be developed and for what use will it 2) How w-i3~l thc (~ity finance the development of the property? and WHEREAS, it has be~.~n estimated that the cost to fully develop the entire 45 acre,~ as park]and wi~t.l cost approximately $700,000.00. NOW THEREFORE, BE IT PJ~SOLV~-D ~Y THE CITY COUNCIL~ CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNE~:OTA, as follcws~ 1) That when p~esented, the City will gratefully accept from the Federal Cartri¢~ge Co~3orati¢~n fee title to the above referred to 45 acres and dedicate its ~e as parklands. 2) That the City [~lans to develop the 45 acres as a central park over a ten (10~ year period, ~he development plan to be basically as that shown on the a~tached Exhibit ~'A"~ 3) That the City intends to finance the park improvement over the ten (10) year ~eriod by expen~ing $72,000.00 per year on the'development plan. The $72,000~00 per year will }~ obtained either through Ad Valorem taxes and/or general revenue shar~n~ funds if available. In addition, the City intends to seek funds from Metropolita~ and State grant funds, private donations of dollars and volunteer work in order i~o fully develop the property. 4) That the Ci% y~:~, capital improvement budget for the next ten (10) years will reflect the Ci%'.y's commitment to finance the park improvement project as above outlined° '. 5) That the tin~i_n? of the park improvement project may be speeded up should the citizens of tb~ f'~ity propose and vote favorably on a referendum to issue the City's general ob] igation improvement bonds to finance the project at a faster pace than as outlined above.
