3. Members of the c~m~m[ssion shall be appointed by a majority vote of the city council for t.~rms of three years, except that any person. appointed to fill a vacancy oc~urring prior to the expiration of the term for which his predecessor was .~ppointed shall be appointed only for the remainder of sucb term~ 4. Members of the c~mmission shall be residents of the City of Ramsey while serving on the co.am~.ssion and shall represent a broad range of interest in the park and re,creation function. 5. The commission b~came effective on their first meeting on October 23, 1975, with three m~mbers appointed for a term through 1978, two members appointed for a te~m through 1977, and two members appointed for a term through 1976~ 6. Special meetings may be called by the chair- man.
