10 ~Lnutes 06~E I15.. <br /> <br />Background: <br /> <br />The topic "contracting out', or sonetimes referred to as "privatization", has <br />becone a popula~ topic in p~lic management circles over the past decade. <br />Virtually all cities oontrac[ out to some degree as a way of providing services <br />which cannot economically ;~nd practically be provided by existing staff. <br />Becently, hcwever, the notion of contracting out has brought rise to frequent <br />self audits by {xx~ties ir:, an effort to answer the question "can a given <br />service be provided by the private sector at a l~er cost with equal or better <br />q,~] ity than what is currently provided by the public sector?". <br /> <br />At the City Com~cil's last regular meeting, Staff was directed to prepare a <br />discussion or ~mlysis of cor~tracting out with specific reference to the public <br />works functic~ of the C~.'ty oJ ~bJ~sey. <br /> <br />Enclosed is a report prepar~ ~y the International City Management Association <br />entitled "Issues In Contracting for Public Services from the Private Sector" <br />which ~-~as to identify most of. the pros and cons related to contracting out in <br />general. Additionally~ we h~.ve analyzed the various tasks which are provided <br />by the public works function of the City of Bamsey. <br /> <br />Based on this prelimim'~ry analysis, it appears that the City of Ramsey should <br />continue to explore the opportunities of contracting out, especially in those <br />areas where there is a need for services and those services cannot be provided <br />at existing staf'f l~.s~ Further, specialized functions where the benefit of <br />econ~es of sc~le can be received should also be analyzed carefully as a <br />potential foz contracting out° Regardless of the task or function which is <br />being considered for contractirg out, it is Staff's strongest recommendation <br />that each and every question raised on pages 10 and 11 of the ICMA report be <br />addressed prior to contracting out. <br /> <br />B~m:mn~ndation: <br /> <br />Council action ~{,ill be t~ red,lye the report. <br /> <br />A~strator _~L. <br />Attorney . <br />Engineer <br />Community Developuent Directo:<' · ..... <br /> <br />Chief of Police <br />Finance.
