There are 102.11 miles of roadways <br />which are maintained by the City of Ramsey and the condition <br />of most roads i~ good to excellent. If contracted out, one <br />might consider pricing based on the number of miles of <br />roadway and the approximate age of that roadway. <br />Example: 50 mi~es 0 to 5 years old $ /mile <br />Current costs (not including depreciation of equipment) is <br />estimated to be $642 per mile. Mn/DOT provides 1,500 for <br />every mile of M,~A roadway. <br />These tasks may not be a good candidate for contracting out <br />due to the nee~ for complex contracts and inspection to <br />assure quality and. the need for responsiveness to the public <br />(e.g. grading is needed soon after rains on graveled roads <br />and pot-holes can deteriorate a much larger section of <br />pavement if not attended to immediately). Further, it would <br />appear that t~ese tasks are being provided at a very <br />reasonable cost to the City. <br /> <br />SNOW AND ICE REMOVAL AND SANDING <br /> Plow snow from st~eets and public parking lots <br /> Sand streets and ~tntersections <br /> Plow snow from ro~ right-of-way <br /> <br />These tasks require a significant investment in equipment <br />and skilled labor° However, contract language and <br />ins~pection would not be nearly as difficult for contracting <br />out. If contracted out, the method of payment should take <br />into consideration the weather variable and the need to have <br />the contractor ~espond in a reasonable time period. To meet <br />these needs the Council may consider a fixed retainer plus <br />time and materiai~ After talking with representatives from <br />other communities that do contract out for snow removal, the <br />greatest compla~{nt is poor response time and the amount of <br />time to remove ~he snow (e.g. the City of Plymouth regularly <br />experiences two days for the contractor to make a complete <br />pass through t~at community).
