When <br />viewed as part of the total effort of the public works <br />function of the ~.]ity of Ramsey, these tasks are 'fill in" <br />tasks (i.e. work done in between other major tasks). When <br />work loads mount~ these tasks are of the first to be put-off <br />(e.g. with the o}.~en winter which we have experienced, brush <br />clearing was possible instead of snow removal, the last <br />major effort to do brush clearing was about three years <br />ago) . <br />Since we often u~-~e skilled labor to perform tasks which can <br />be performed by lesser skilled labor and the tendency to put- <br />off performing these tasks, right-of-way maintenance may be <br />a good candidate for contracting out. <br /> <br />STORM WATER CONTROL A~ SYSTEM MAINTENANCE <br /> Install temporary ~torm water pumping systems <br /> Maintain culverts and waterways <br /> <br />These tasks may require the investment in equipment and <br />lesser skilled l~bor. Similar to right-of-way maintenance, <br />storm water cont~-ol and maintenance gets put-off in lieu of <br />more immediately urgent projects. The result of this <br />practice has resulted in several of the waterways and <br />drainage systems in Ramsey being poorly maintained. <br />This would be another candidate for contracting out. <br />However, caution should be used to determine if to buy or <br />to do would be m~)re economical. <br /> <br />OVERHEAD FUNCTIONS <br /> Repair and maintai~ equipment and tools <br /> Repair and maintain building <br /> Purchase and stock~)ile materials <br /> Rental of equipmen~u <br /> Arrange for contracting out services <br /> Stump removal <br /> Major equipment or building repairs <br /> Perform traffic <br /> Securit? surveillance of public facilities <br /> <br />Overhead, like .~ther tasks, can be contracted out.
