currently contracted out. The basic reason that major
maintenance on equipment is contracted out is the need for
specially skilled labor and customized equipment. Of the
various tasks included in overhead, some may be contracted
out., but the overall managemant of plant and equipment must
be controlled from within the City organization.

WATER SYSTEM MAINTENANCE
Meter I~eading
Water testing
Pump maintenance
Hydrant maintenance
Water main flushing
Water main repair£
Turn on/off water services

SANITARY SEWER SYSTE~ MAINTENANCE
Sewer cleaning
Sewer inspection ~nd monitoring
Sewer system repairs

The water and s~nitary sewer system are new to Ramsey and
present new challanges. The skill requirement is somewhat
specialized an~{ requires special training. Similiarly,
specialized tools and equipment are needed. Additionally,
responsiveness ~hould be a key concern since property damage
and health are greatly effected by lack of ability to
resin)nd.
Since Ramsey~s ~ewer and water system is new and somewhat
limited in si~e~ there may be savings to be had in
contracting ()ut until the size of the Ramsey sewer and water
system warrant~ staffing. Finding a contractor in the
private sector nay be somewhat difficult and the City may
wish to conside~ the services of another city to meet these
needs.

PARK MAIN'£ENANCE
Maintain park equipment
Level and stripe k~allfields
Install and maintain recreation equipment
Groom hockey rink~
Build park equipment
Fertilize parks a~d City Hall
Mow parks
Maintain cemetery
Maintain and opera, re sprinkler system and lights

These tasks req[-~ire limited skill and limited investment in
equipment. Con~:racting out portions of these tasks may be
possible, but t. he major cost is overall supervision and
coordination. ~herefore, if the process of contracting out
a given task is very complex, the real savings may not be
present o

Page 5
