SUMMARY <br />Contracting out or 4oing a task in-house should always be a <br />question asked whendeciding to provide a new service. <br />Similarly, periodic self audits should be performed on those <br />tasks where contracting out or doing a job in-house may result in <br />cost savings, better quality, or better responsiveness to the <br />public need. Audits themselves may be either contracted out or <br />performed in-house a~.,d every effort should be made to answer each <br />of the questions Identified in the report on 'ISSUES IN <br />CONTRACTING FOR PUBLIC SERVICES FROM THE PRIVATE SECTOR' by the <br />International City Management Association. <br /> <br />Page 6 <br /> <br /> <br />
