Contract No. GRANT AGREEMENT B~!IWEEN THE METROPOLITAN COUNCIL AND CI('Y OF RAMSEY AND CITY OF MEDINA THIS AGREEMENT, entered into this __day of , lg87, by and between the Metropolitan Council, hereinafter referred to as the "Council," and City of Ramsey and City of Medina~ hereinafter jointly referred to as the "Grantee." WHEREAS, the Minnesota Lejislature in Minn. Stat. Sec. 473.844, Subd. 4, authorizes the Council to make grants and loans to any person for resource recovery pr()jects; and WHEREAS, th(~ Minnesota Legislature has authorized grants and loans for resource recovery pr~jects to be funded from the Metropolitan Landfill AJ~atement Fund; and WHEREAS, th~ Council has authorized the use of up to $67,000.00 from the Metro- politan Landfill Abatement Fund to underwrite and provide grants for the Planning Assistance Grants Program; and WHEREAS~ the City of Ramsey and the City of Medina are cooperating together to receive a P~anning Assistance Grant and have jointly applied to the Council for such Grant; and WHEREAS, th~ Council desires to assist the Grantee by the award of a Planning Assistance Grant to develop and deliver information and education about landfill abatement issues ar~ solutions. NOW, THEREFORE, the Council and Grantee agnee as follows: Authorized Use of Grant Proceeds The Grantee agrees to do and perform the work program activities described in the Grantee's application for grant assistance, attached hereto as Appendix A and incorporated herein. The Grantee is authorized to u~e the grant funds only in paynient of the line item costs as specified in the budget section of Appendix A. No other use of grant funds is permitted. II. Grant Amount The Council shall pay to the City of Ramsey, as the lead agency for the Grantee, a l.otal grant amount of $30,000.00. The grant shall be distributed according to the following schedule: Fifty percent {50%) of the total grant amount shall be paid to the Grantee 10 days after the execution ot this agreement; forty percent (40%) of the total grant amount shall be paid to the Grantee after receipt and approval of an Expenditu~e Report, and a Project Progress Report; and the remaining ten percent (10%) shall be paid upon submission and approval of a Final Expenditure Report, Final Project Progress Report, brief {five pages) Narrative Report on the final results of the project; and an Evaluation Report.
