30 Minutes CASE #1:

DISCUSS STATE HIGHWAY #47 ALIGNMENT
By: Dave Hartley, City Administrator

Background:

At the regular meeting of April 28, 1987, the City Council reviewed two
possible realignments of State Highway ~47 in the vicinity of Flintwood Hills
Second and Third Additions. At that meeting, Council tabled this issue to
consider the possible impacts of such a realignment.

Issues at hand appear to be:

1)

When Dysprosium Street NW is connected with Highway #10 via the
Thurston Avenue bridge to the south, and either/or County Road ~5 and
State Highway #47 to the north, will safety considerations warrant a
roadway built to higher standards than a Municipal State Aid road?

2)

Will the consideration of a realignment of either County Road #5 or
State Highway #47 through Dysprosium Street NW significantly impact
retail operations on State Highway #47 or residential uses in the
Flintwood Hills Second Addition?

3) Should the City of Ramsey acquire easements in anticipation of a
future need?

Enclosed for your consideration is a proposed resolution.

Recommendation:

Council has received a letter from County Commissioner Natalie Haas-Steffen
regarding the need to make a prompt decision regarding this matter to minimize
the negative impact of carrying this discussion on indefinitely.

Council Action:

Motion to:
Discontinue discussions relating to the realignment of State Highway ~47.

--Or--

Motion to:
Adopt Resolution #87- ordering a right-of-way acquisition plan for a
proposed realignment of State Highway #47.

Review Checklist:

Administrator X
Attorney X
Engineer X
Community Development Director

Chief of Police
Finance Officer
Public Works Superintendent
Road and Bridge Committee
