At its June 30,
1987 meeting, the City Council reviewed this request and directed Staff to
determine whether Mr. Paul Fournier, Iron Works Development Corporation, would
be interested in working on completing these Star City tasks. ,.

I spoke with Mr. Fournier, and he is interested in assisting the City in
completing the various Star City tasks. Mr. Fournier stated that he would be
able to work one to two days per week on this; his rate as an independent
consultant is usually $50 per hour, although he indicated that this rate might
be negotiable. Mr. Fournier also anticipates that it will take at least 18
months to complete the various Star City activities.

Observations:

Mr. Fournier spent three years working on the Star City program in New
Brighton. New Brighton was named a Star City earlier this year.

Recommendation:

Council action will be based on your discussion.

Review Checklist:

Administrator
Attorney
Engineer
Community Development Director

Chief of Police
Finance Officer
Public Works Superintendent
Other

/ 77
