Raatikka, P.E. <br />llakanson Anderson Associates, Inc. <br />222 Monroe Street <br />Anoka, MN 55303 <br /> <br />Re: Speed Zoning - 167th Avenue N.W. <br /> City of Ramsey <br /> <br />Dear Mr. Raatikka: <br /> <br />An engineering and traffic investigation for the purpose of determining <br />reasonable and safe speed limits has been completed on 167th Avenue N.W. <br />as requested by the Ramsey City Council in Resolution 87-84. Based on <br />the investigation results, we have recommended retention of the existing <br />50 mph speed limit for 167th Avenue N.W. between CSAH 5 and T.H. 47. This <br />recommendation will be reviewed by the state traffic engineer who will <br />make the final speed limit determination. <br /> <br />Since 167th Avenue N.W. is under the jurisdiction of Ramsey, any decision <br />pertaining to road improvements (such as the lighting, signalization, <br />crosswalks and turn lanes mentioned in the resolution) must be made by the <br />city. Exceptions would be the CSAH 5 intersection which is under county <br />jurisdiction and the T.H. 47 intersection which is under state jurisdiction. <br />It is our policy, however, when conducting a speed zoning study to bring <br />any observations to the attention of the road authority; and in this case, <br />special attention was given to the items listed in Resolution 87-84. <br /> <br />Signalization - The only two intersections that appear to be candidates <br />for traffic signals are T.H. 47 and CSAH 5. Neither of these intersections <br />are experiencing accident problems and existing traffic volumes appear to <br />be well below those necessary to meet warrants for traffic signals. Exist- <br />ing traffic control (stop signs) appears adequate. <br /> <br />Lighting - There is no indication that street lights are necessary for <br />safety on 167th Avenue although they could be installed to better mark <br />location of intersections at night. (We would be willing to give the <br />city a permit to install a street light at the T.H. 47 intersection but <br />would not participate in funding.) <br /> <br />A n EqLlal OpporCuaily Employer <br /> ~ ~ ~55-6 <br /> <br /> <br />
