10 Minutes CASE #1: <br /> <br />DISCUSS ALIGNMENT OPTIONS FOR CONNECTING <br />DYSPROSIUM STREET NW WITH COUNTY ROAD NO. 5 <br /> By: Pete Raatikka, City Engineer <br /> <br />Background: <br /> <br />On June 23, 1987, City Council directed me to research other alignment options <br />for connecting Dysprosium Street NW with County Road No. 5. <br /> <br />I have reviewed the possibility of swiging Dysprosium Street NW westerly and <br />paralleling County Road No. 5. This alternate is physically possible, however, <br />it would not meet the intent of a Municipal State Aid (MSA) street. The intent <br />of an MSA street is to function as a collector street which will provide a <br />connection between two State or State Aid roads. Generally, the connection is <br />designed to provide safe and easy access between the State or State Aid road <br />and MSA street. Paralleling Dysprosium Street NW with County Road No. 5 would <br />be a duplication of State Aid roads and may not receive Mn/DOT approval. <br /> <br />Therefore, the alternate as presented at your June 23, 1987 meeting which <br />connects Dysprosium Street NW at approximately a 90 degree angle would provide <br />the safest connection and meet the intent of an MSA street system. This <br />connection would not necessarily encourage T. H. No. 47 or County Road No. 5 <br />traffic to use Dysprosium Street NW. <br /> <br />In the future, as development occurs, the City may consider a service road <br />paralleling County Road No. 5. <br /> <br />I will have maps of the alternate alignments available for your review at the <br />meeting. <br /> <br />Recommendation: <br /> <br />Based on the intent of an MSA street, I would recommend the City select the <br />alternate which connects Dysprosium Street NW to County Road No. 5 at <br />approximately a 90 degree angle which is located 500 feet west of the <br />intersection of County Road No. 5 and T. H. No. 47. This alternate has been <br />reviewed by the Anoka County Engineer and provides for the future upgrading of <br />the County Road No. 5 and T. H. No. 47 intersection at a later date. <br /> <br />Council Action: <br /> <br />Motion to: <br />Adopt the alternate which connects Dysprosium Street NW to County Road No. <br />5 at approximately a 90 degree angle and authorize the City Engineer to <br />prepare a right-of-way plan in accordance with MSA street standards. <br /> <br />Review Checklist: <br /> <br />Administrator X <br />Attorney <br />Engineer X <br />Community Development Director <br /> <br />Chief of Police <br />Finance Officer <br />Public Works Superintendent <br />Other <br /> <br /> <br />
