- 12 - <br />Section 4.4 Delegation of Use. Any Owner may delegate, in <br />accordance with the Governing Documents, his right of enjoyment <br />to the Common Driveway to members of his or her family and <br />guests; but the Owner shall remain responsible for any damages <br />caused by the willful or negligent acts of such persons, and such <br />persons shall be subject to the provisions of the Governing <br />Documents. <br />Section 4.5 Taxes and Special Assessments on Common Propertv. <br />Any taxes or special assessments levied separately against the <br />Common Driveway by a governmental authority shall be divided and <br />levied against the Lots as the Association shall direct, which <br />levies shall be a lien against said Lots and shall be collectible <br />by the Associaton as part of the annual assessment if the same <br />are not required to be paid directly to the governmental <br />authority. <br />Section 4.6 Rights of Declarant. Notwithstanding any <br />provisions of the Governing Documents, the Declarant may maintain <br />a business and sales office, model Houses and other development <br />and sale facilities within one or more Houses, and it shall have <br />temporary easements for itself and propsective purchasers for <br />ingress, egress, parking and enjoyment in connection therewith, <br />until the earlier of the date upon which all of the Lots are sold <br />or July 1, 1992, and may display signs offering the same for <br />sale. <br />Section 4.7 City of Ramsey Enforcement. In addition to the <br />enforcement rights contained herein, an Owner or the Association <br />may apply to the City of Ramsey for initial or additional <br />
