M1 <br />A region with truly viable housing choice is one that allows households to secure housing <br />affordable to them, in communities where they would like to live, while also: <br />* Matching their family size, whether growing, maintaining, or decreasing in size. <br />* Reflecting their household lifestyle, no matter where in the life cycle their household <br />members are. <br />p Providing a high level of access to quality employment and educational opportunities <br />without having to travel great distances. <br />* Offering reasonable proximity to essential services, amenities, and retail. <br />* Including features that make life easier, particularly for individuals requiring special care. <br />* Fostering a sense of inclusiveness and welcome for households of various types and <br />Making such options 8reality, particularly where private market activity may prove sparse G1 <br />best, will take a careful calibration of public and private activities that can: <br />* Bring new jobs, people, development, and economic vitality into areas where historical or <br />contemporary disinvestment has occurred oriaoccurring. <br />* Expand the range of market -rate and affordable housing options —across the full region <br />and including its central communities— including mixed -income developments. <br />* Maximize linkages between housing needs of all types and available opportunities. <br />* Create incentives for equitable development. <br />Creating options means balancing competing prioritiesand needs. For example, while <br />changing demographics suggest a need for more smaller units, many low- or moderate - <br />income households seek larger housing units that can accommodate a large or <br />nnu|tigenerationa|fanni|y. <br />Council role <br />• Provide technical assistance to communities to establish, encourage, expand, and <br />preserve affordable housing options; and expand local knowledge 0fand access t0 <br />funding assistance for housing, whether public, private, or philanthropic (see more in <br />P8rtU0. <br />• Strategically invest Council resources to assist communities to increase the variety of <br />housing types and costs, attract and retain residents, create and preserve mixed -income <br />neighborhoods, appropriately mix land uses, and leverage private investment. <br />• Expand viable housing options by investing in and encouraging additional affordable <br />housing in higher -income areas of the region, particularly in areas that are well connected <br />tojobs and opportunity. <br />p Work with housing partners and |008| governments to expand the supply Of, and <br />encourage increased resources for, affordable housing atthe federal, state, regional, and <br />local levels.
