For the Council, accountability includes a commitment to <br />monitor and evaluate the effectiveness of our housing policies and practices <br />to achieve shared outcomes, and a willingness to adjust course to improve <br />those outcomes. <br />Adopt 8data-driven 8Qpro8ch to [i"e8sure progress <br />Accountability focuses on measuring and managing progress toward <br />outcomes. With Thrive MSP2O4O,the Council has adopted anoutcomes <br />orientation t0its regional policy and iSchallenging itself, local governments, <br />and its regional partners and stakeholders todescribe how their work <br />advances the five Thrive outcomes. Outcomes describe how our investments <br />and our policies are improving the region for our residents and businesses. <br />For example, an outcome -oriented approach measures not only the units of <br />new housing built with public resources, but also h0vv affordably, effectively, <br />and efficiently our region'o residents are housed. Managing to achieve <br />outcomes helps uSask not only "Are vveeffectively implementing our housing <br />po|icieo?" but also "Are we implementing the most effective housing policies, <br />the policies that will help our region and our residents thrive today and <br />tornorrovv?''What does success look like? <br />The Housing Policy Plan Indicators will quantitatively assess regional <br />progress on the outcomes and strategies in this plan. The Council will use the <br />Housing Policy Plan Indicators as afoundation for continuous improvement <br />and public accountability. What do the indicators tell us about the state of <br />housing inthe region and the C0unci|'Spolicies? Which policies are working <br />vve||? How might we revise our policies where performance is less than our <br />expectations? The Council will use the insights that emerge from analyzing <br />the Housing Policy Plan Indicators to guide the Counci|'ofuture decisions. <br />Most importantly, the focus on the Thrive outcomes creates the foundation for <br />public dialogue with partners and stakeholders. What can and will the Council <br />dotoadvance these housing outcomes, and what will others dotoadvance <br />these outcomes?
