198 <br />We consider communities to be lacking sufficient affordable housing at or below a certain <br />AM I level if there are at least 10% more households at or below the AM I category than <br />housing units affordable at or below that level. <br />Indicator #4: Share of Regi0D'8TrGD8it Station Areas Lacking Sufficient Affordable <br />Housing for Households with IOCQDle At or DeloVV 30% AyNL Between 31% and <br />50% A[WLand Between 51%and 80% AKAI <br />Transit station areas include all areas within one-half mile of light rail transit /LRT\ or bus <br />rapid transit (BRT) station for existing routes and planned routes with a Locally Preferred <br />Alternative as of December 2014. These routes are: the Blue Line, the Red Line, the Green <br />Line, the Orange Line, the Green Line Extension, and the Blue Line Extension. For those lines <br />not yet under construction, we use the most recent information on station area locations <br />To describe these station areas, we first calculate estimates of low-income households and <br />affordable housing units in each census tract, using the same data sources described above <br />for Indicator #3. We then adjust the resulting numbers for consistency with the community - <br />level estimates developed in Indicator #3 as well as housing unit and household counts from <br />the 2010 Census. To convert tracts to station areao, we calculate the share of each tract'o <br />housing units and households that reside in 8 given station area using block -level data from <br />the 2010Census and weight the tract -level data accordingly. <br />While point data are available for parcels, allowing more precise locations of affordable <br />ownership housing units than census tracts, using the adjusted tract -level estimates <br />described here makes the different data sources more comparable. <br />As with Indicator #3, we consider station areas to be lacking sufficient affordable housing at <br />or below a certain AW1| level ifthere were at least 10% more households at or below the AW1| <br />category than housing units affordable at or below that level. <br />Indicator #5: Share of All Permitted Housing Units Located Near GD [RT/5RT <br />Station 0rGHigh-Frequency Bus Line <br />Address -level data on permitted housing units come from the Metropolitan Counci|\u <br />Residential Building Permit Survey. (For more information, see http:/Yrnetrocounci|.o'«/ <br />W1ETC/fi|ea/44/448e1097-092a-4b58-b883-db5df33cedcd.htrn|).VVedetermine how many of <br />these units were within one-half mile of an LRT/BRT station or within one -quarter mile ofa <br />high -frequency bus line using G|Sbuffering tools. <br />Metropolitan Council staff verify the building permit data on returned surveys through various <br />means including: contact with community staff, comparison to data from the Residential <br />Construction Branch of the Manufacturing and Construction Division of the U.S. Census <br />Bureau, community websites, and comparison to data submitted by communities in the <br />Metropolitan C0unci|'Sannual Affordable Housing Production survey. |f8community <br />Appendices <br />
