Mr. Jankowski replied that water levels vary considerably in this area, particularly between the <br />drought year of 1989 and floods of 1991. Other people have experienced the same; wetlands <br />fluctuate. To pump water into the wetland would require a permit from DNR. <br /> <br />Ms. Sitz stated that historically, DNR has not been favorable to pumping. <br /> <br />Mr. Lord explained that the water level in the middle of the wetland might be below the ground <br />level. If this is an area where water level is permanently lower; you can excavate deeper and <br />expose that water again. Mr. Lord said that someone from his office can help Mr. Chismon <br />assess the situation and try figure out what is happening to have caused such a dry-up. <br /> <br />Ms. Strommen stated that the EPTF is interested in public outreach and education and inquired <br />as to what would be some good examples of education for wetland buffers. <br /> <br />Mr. Jankowski stated that the WMO sponsors education and they have worked with ASWCD, an <br />organization that is much better equipped for outreach programs. <br /> <br />Mr. Lord stated that the City's best tool is its newsletter. In order for buffers to work, the people <br />have to buy into them. The Rice Creek Watershed has an outreach specialist that might be <br />willing to give Ramsey some advice in this area. Also, the University Extension office can meet <br />the City's outreach needs and they have specialists. Mr. Musielewicz stated that word of mouth <br />is also a good tool for education and encouraged one-on-one conversations with property owners, <br />who in turn will talk to their neighbors. <br /> <br />Discussion ensued regarding the recommended width of wetland buffer strips; really depends on <br />slope and source of the water. <br /> <br />TASK FORCEINPUT <br /> <br />None. <br /> <br />ACTION ITEMS <br /> <br />None. <br /> <br />ADJOURNMENT <br /> <br />Motion by Committee Member Sitz and seconded by Committee Member Max to adjourn the <br />meeting. <br /> <br />Motion carried.
