Environmental Task Force Meeting <br /> Monday May 3, 2004 <br />Lower Rum River Water Management Organization <br /> <br />Who we are: <br /> · Organized 1985 in response to 1982 laTM (codified into section 103BState <br /> Statutes) mandating watersheds in seven county metro area <br /> · Member cities ofRamsey Anoka Andover and Coon Rapids <br /> · District covers Rum River watershed in Anoka County south of Ramsey/Andover <br /> north boundary <br /> · About 20 % of area includes areas draining directly to Mississippi <br /> · No full time staffbut have executive secretary, legal, engineering consultants, and <br /> ACD <br /> · Currently board consists of staff engineers from the four member cities <br /> · Meet monthly on third Tuesday of each month <br /> · Oversight is by BOWSR, WMO submits an annual report <br /> · Annual Budget $35,000 $10,000 member assessments, $15,000 permits, $10,000 <br /> from reserves <br /> <br />Purpose: · Conservation of water and Natural resources <br /> · Prevent flood damage <br /> · Protect and improve surface and groundwater quality <br /> · Establish uniform local policies and controls for surface and groundwater <br /> management <br /> · Prevent erosion of soil into waterways <br /> · Promote groundwater recharge <br /> · Protect and enhance fish and wildlife habitat and water recreation <br /> · Promote cooperation among member cities <br /> <br />State law grants authority to: · Preserve natural areas <br /> · Prepare plans for water management <br /> · Review municipal water resource plans <br /> · Collect data <br /> · Conduct studies and investigations <br /> · Construct improvements <br /> <br />Planning · 1~t watershed plan 1991 <br /> · 2~d watershed plan 1998 <br /> · Plan to be updated in 2006 <br /> · Local (member cities) plans are reviewed and approved by WMO <br /> <br /> <br />
