Mayor Gamec suggested that the City might want to approach this with other surrounding <br />communities that are currently considering the same policy (Andover and Anoka). He is <br />concerned about the timeline for adopting the policy if we wait to act with other cities. <br /> <br />Consensus of the City Council was to move forward now to have the policy in place for SUlnmer <br />events. <br /> <br />Mr. Olson mentioned that the Council may wish to consider an exception for adult use of parks, <br />such as the Community Picnic and Happy Days. <br /> <br />Consensus of the Council was that during those adult events, the policy would not be specifically <br />enforced. <br /> <br />Crime Prevention Specialist Chandra Kreyer stated that this is a policy that will be more <br />comnmnity enforced versus being enforced by City staff and/or patrol officers. <br /> <br />Council directed staff to bring the policy forward for adoption at the next Council meeting - to <br />include park facilities only. <br /> <br />Ms. I-Iillyer requested a number of signs that would be required. <br /> <br />Council directed Director of Public Works Dean Kapler to compile the number of signs and to <br />check with the school regarding their need for signs. <br /> <br />Case #1: Noise/Nuisance Ordinance Discussion <br /> <br />Police Chief Way introduced the topic of the noise/nuisance ordinance and recent problems with <br />OHM, ATV's, etc. Chief Way has reviewed ordinances from several other communities which <br />all enforce these issues in different ways. Chief Way provided information to the Council <br />regarding decibel levels of common activities that occur in the community such as lawn mowing, <br />operating a chainsaw, and on-road motorcycles. <br /> <br />Councihnember Strolnmen suggested clarifying a policy for recreational use versus utilitarian <br />tlSe, <br /> <br />Councihnember Elvig stated that most of the issues are coming from OHM's and ATV's <br />(recreational vehicles) so he would like to see a policy that addresses those issues directly. <br /> <br />Councihnember Pearson stated that the officers would need to be able to use discretion in <br />determining if it was truly a nuisance or a normal use. <br /> <br />Councihnember Kurak inquired about loud music. <br /> <br />City Council Work Session - May 18, 2004 <br /> Page 2 of 6 <br /> <br /> <br />
