Chief Way stated that the existing noise/nuisance ordinance already deals with that. He <br />explained that he would propose to adopt a separate policy that deals with recreational vehicles <br />specifically. <br /> <br />Councilmember Strommen inquired about not allowing RV's in certain areas. <br /> <br />Chief Way offered text from Sherburne County's and Edina's policy that would prohibit <br />establishing and using a track within a certain number of feet (1,000 suggested) of a neighboring <br />residence. <br /> <br />Council inquired about establishing an ATV (RV) free zone. A decibel level would need to be <br />assigned for when the use is a "nuisance". <br /> <br />Mayor Gamec asked Mrs. Huttinga, a Ramsey resident, to comment about the problems in her <br />neighborhood. <br /> <br />Mrs. Huttinga, 9305 Ermine Street NW, stated they have had continual problems for over two <br />years. She stated that 9240 is the problem residence. <br /> <br />Council directed Chief Way to work with City Attorney Goodrich to determine what portion of <br />code this amendment should be placed in. <br /> <br />Case #3: Mayor and City Council Salaries <br /> <br />Mayor Gamec introduced a proposal to increase Council salaries as follows: Mayor - $10,000 <br />and Council - $7,500. <br /> <br />Assistant City Administrator Nelson explained that a pay increase for Council cannot take effect <br />until after an election - and given the upcoming election, the increase could take effect January <br />1, 2005. <br /> <br />Councihnember Elvig proposed a larger increase for Mayor, with the increase being $12,000, <br />and $6,000 for Council. <br /> <br />Councihnember Kurak asked if the increase shouldn't reflect the growth in the community - <br />comparing it to larger cities with a higher rate for Council and Mayor. <br /> <br />Mayor Gamec stated that he felt $10,000 was enough for the Mayor's position. <br /> <br />Councilmember Strommen stated she understood the need to pay fairly for this position but is <br />hesitant to go from lowest paid to highest (referring to survey presented). <br /> <br />Councihnember Cook spoke as a resident. His wife has stated that it shouldn't take more than a <br />year's salary to pay off campaign debt as it is getting more expensive to run for Council. <br /> <br />Councihnember Elvig asked Councihnember Zimmerman for his opinion. <br /> <br />City Council Work Session -May 18, 2004 <br /> Page 3 of 6 <br /> <br /> <br />
