Councihnember Zimmerman stated that he did not support a pay increase for Council this year. <br /> <br />Councihnember Pearson remembered that the wages were increased to this level in 1990. He <br />feels that the Mayor's salary should be increased but Council salary should stay the same. <br /> <br />Councilmember Strommen suggested a more reasonable increase. <br /> <br />City Administrator Norman suggested a level similar to Savage - $8,000 for Mayor and $6,000 <br />for Council. <br /> <br />Mayor Gamec suggested $10,000 for Mayor and $6,000 for Council. <br /> <br />Councilmember Strommen stated that the percentage should be more reasonable. <br /> <br />Consensus was that staff needs to clarify what State Law or City Code states regarding when the <br />pay increase would become effective - would it be for all Council or just those that are re- <br />elected, and does it apply only in a mayoral election. <br /> <br />Councilmember Elvig stated that Carl Neu stated that "electeds" are being asked to do more in <br />the policy-maker realm and that more and more time is required and it is important to reasonably <br />compensate for that time. <br /> <br />Staff was directed to take this issue forward to the Personnel Committee at $10,000 for Mayor <br />salary and $6,000 for Council salary and to clarify when the salary can be effective and for <br />whom. Amending the ordinance would need to be completed before September. <br /> <br />Case #4: Connexus Utility Billing <br /> <br />Fire Chief Kapler updated Council regarding some internal changes that have improved the <br />processing of data to limit or remove errors. <br /> <br />Councihnember Zimmerman asked if we shouldn't bring the commercial billing in-house. <br /> <br />City Administrator Norman explained that the near-term (3 to 5 years) goal is to bring utility <br />billing in-house, but at this time, there is no space within City Hall to perform those duties. <br /> <br />Councilmember Elvig stated that he has had some frustration with cancelled meetings, requests <br />for information, and is sensing that Connexus is unwilling to meet and their hope that our will for <br />solving this issue will wane. Currently there are no meetings scheduled. <br /> <br />Mayor Gamec requested that one more meeting be scheduled and if that is cancelled or if one <br />can't be scheduled, the issue will need to be brought back to the City Council. He directed Mr. <br />Kapler and Mr. Norman to contact Larry Peterson at Connexus.
