4. PROPOSED IMPROVEMENTS <br />4.1 Storm Sewer System Improvements <br />The storm sewer improvements proposed with option #4 involve constructing a storm sewer <br />system along Gibbon Street and 173rd Avenue. The proposed storm sewer system would begin at <br />the low-lying land -locked area along Gibbon Street, north of 173rd Avenue, and would terminate <br />at County Ditch along 173rd Avenue. <br />The purpose of the outlet is to provide positive drainage for this low-lying area in an attempt to <br />minimize groundwater table elevations in the immediate area. This in turn would help to <br />eliminate or reduce the frequency and severity of wet basements encountered y area property <br />owners. <br />Figure 1 in Appendix A shows the scope of the proposed storm sewer system improvements as <br />depicted by the red line segments. <br />4.2 Watermain Improvements <br />No watermain improvements are proposed. <br />4.3 Sanitary Sewer Improvements <br />No sanitary sewer improvements are proposed. <br />4.4 Street Improvements <br />Portions of Gibbon Street NW and 173rd Avenue NW will be impacted by the proposed storm <br />sewer improvements requiring some street repairs. This work will primarily involve removing <br />and replacing portions of existing bituminous pavement, as well as turf restoration. <br />4.5 Private Utilities <br />Staff will meet with electric, gas, and telecommunication utilities during the final design process <br />for this project as reflected in the project schedule. No impacts to power poles or street lights are <br />anticipated with this project. <br />If a utility company indicates they want to upgrade, replace and/or otherwise modify their <br />services during this project, any such upgrades, replacements and/or modifications will be at the <br />sole discretion and cost to the private utility. <br />4.6 Permits <br />Permits that are anticipated to be required as part of the proposed improvements include: <br />• MPCA General Stormwater Permit (NPDES) <br />• LRRWMO Permit <br />Feasibility Report <br />Gibbon Street and 173rd Avenue Drainage Improvements <br />City of Ramsey Project No. 16-88 <br />Page 6 <br />
