Board Member Trossen questioned how large of a company ACE is. He said he is
curious just because they are a local company. He asked how much they contribute to the
City.
City Planner Anderson responded they are one of Ramsey's larger employers. Their
community involvement is strong, and they were one of the businesses of the year. He
noted they are involved in the Happy Days event; they provide the trash service for free
for Happy Days.
Board Member Anderson stated she is weighing the factors against customer service. If
that declines, there would be disgruntled citizens.
Chairperson Stodola recommended moving forward with negotiations with ACE.
Board Member Valentine commented everyone would agree that customer service is a
factor. The City does take recycling goals seriously. Sometimes the least expensive
service is not the best. Having a local company do the work is important and holds value,
but it is not the most important factor.
Chairperson Stodola stated based on a newspaper article, he found ACE employs about
90 people. It is not a huge company, but it is a significant company.
Councilmember LeTourneau noted this Board seems to be more interested in having
goals that can be measured, rather than simply basing a decision on a relationship with a
company.
City Planner Anderson suggested that a goal that the Board may wish to consider would
be to include organics as an option as that material makes up a large portion of the waste
stream.
City Planner Anderson said he is hearing that there may not be a unanimous decision on
this item. It may be worth discussing measurable goals to help in the discussion.
The Board decided unanimously that goals should be discussed in order to consider this
item further.
Councilmember Hiatt asked if there are goals in the current contract.
City Planner Anderson replied there are not. The City has abided by the County's goals.
City Planner summarized the issues to be discussed so far include recycling service,
measurable goals, new opportunities and education. He said he will gather information
and bring this item back for discussion in July.
Board Member Valentine suggested adding customer service to the discussion.
Environmental Policy Board / June 20, 2016
Page 5 of 7
