members to the residents of Ramsey. She administered the Oath of Office to Colleen Anderson,
the newest member of the Environmental Policy Board.
Colleen Anderson stated that she moved to the community two years ago and is excited for this
new endeavor.
2.02: Highway 10 Update
Elwyn Tinklenberg, The Tinklenberg Group, stated that the legislative session ended on an
unfortunate note as there was no bonding bill. He explained that the bill that came forward was
brought forward by the House and the Senate did not have enough time to review the bill and
ensure the necessary projects were included. He advised that the major sticking point was that
the Southwest LRT line was forgotten from the bill and by the time the Senate realized and
attempted to send back to the House, the House had already adjourned. He stated that there is a
possibility of a special session which would continue the bonding bill. He advised that included
in the proposed bonding bill was $200,000,000 proposed for corridors of commerce, which could
include Highway 10 projects such as the third lane addition from Hanson to Round Lake
Boulevard, design planning for the Thurston overpass, and the Ramsey Boulevard crossing. He
stated that without resolution on the Southwest LRT issue, there would most likely not be a
bonding bill which would mostly likely result in a special session not being held.
Mayor Strommen stated that unfortunately this is not the result the City would like but noted that
the City has done everything they can do to be in the right position.
Mr. Tinklenberg stated that in the discussions on the final days there were many mentions of
Highway 10 through multiple projects proposed.
Mayor Strommen thanked Mr. Tinklenberg for his continued efforts and noted that once the
picture becomes clearer at the legislature the City will need to meet with the Anoka County
partners to determine the next steps forward.
3. CITIZEN INPUT
None.
4.
