She administered the Oath of Office to Colleen Anderson, <br />the newest member of the Environmental Policy Board. <br />Colleen Anderson stated that she moved to the community two years ago and is excited for this <br />new endeavor. <br />2.02: Highway 10 Update <br />Elwyn Tinklenberg, The Tinklenberg Group, stated that the legislative session ended on an <br />unfortunate note as there was no bonding bill. He explained that the bill that came forward was <br />brought forward by the House and the Senate did not have enough time to review the bill and <br />ensure the necessary projects were included. He advised that the major sticking point was that <br />the Southwest LRT line was forgotten from the bill and by the time the Senate realized and <br />attempted to send back to the House, the House had already adjourned. He stated that there is a <br />possibility of a special session which would continue the bonding bill. He advised that included <br />in the proposed bonding bill was $200,000,000 proposed for corridors of commerce, which could <br />include Highway 10 projects such as the third lane addition from Hanson to Round Lake <br />Boulevard, design planning for the Thurston overpass, and the Ramsey Boulevard crossing. He <br />stated that without resolution on the Southwest LRT issue, there would most likely not be a <br />bonding bill which would mostly likely result in a special session not being held. <br />Mayor Strommen stated that unfortunately this is not the result the City would like but noted that <br />the City has done everything they can do to be in the right position. <br />Mr. Tinklenberg stated that in the discussions on the final days there were many mentions of <br />Highway 10 through multiple projects proposed. <br />Mayor Strommen thanked Mr. Tinklenberg for his continued efforts and noted that once the <br />picture becomes clearer at the legislature the City will need to meet with the Anoka County <br />partners to determine the next steps forward. <br />3.
