City Engineer Westby stated that staff has not heard that elsewhere and noted that neighboring <br />cities also bid pure trap rock on their projects. <br />Councilmember Riley stated that he anticipates that reasonable residents will want to know why <br />one block of Waco Street is not being done while the surrounding areas will be done. <br />City Engineer Westby replied that the streets shown on the layout are all rated by the Public <br />Works Department and explained that the ratings are used to maximize the life of the streets. He <br />was unsure why that section was not included as he did not know the rating of that street <br />offhand. He noted that the ratings are used methodically to extend the lifespan of the streets in <br />the City. <br />Councilmember Riley asked how the City will care for one block of roadway that will not match <br />the other streets surrounding it. <br />City Engineer Westby stated that the sealcoatings are programmed for every seven years, noting <br />that section of roadway could've received sealcoating or patching more recently. He did not <br />foresee a potential issue arising from not including that section. He noted that he will follow up <br />with the Public Works Superintendent to determine the answer. He stated that, if desired, staff <br />could complete that street and swap out another section of roadway, ensuring the same mileage is <br />completed. He noted that it is not uncommon for segments of street to be maintained in different <br />sequencing. <br />Motion by Councilmember Kuzma, seconded by Councilmember Williams, to Adopt Resolution <br />#16-06-126 Approving Plans and Specifications and Authorizing Advertisement for Bids for <br />Improvement Project #16-00 Division Al Sealcoat Improvements. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Kuzma, Williams, Johns, <br />Riley, and Shryock. Voting No: None. Absent: Councilmember LeTourneau. <br />7.06: Policy for Leasing City Owned Land <br />Asst. City Administrator/Economic Development Manager Brama reviewed the staff report and <br />recommendation to approve the leasing City owned land policy amendments as proposed. He <br />noted that 75 percent should be changed to 25 percent. <br />Councilmember Williams stated that she is pleased to see these decisions being made in a <br />thoughtful way in order to accomplish the goals in the Strategic Plan. <br />Motion by Councilmember Williams, seconded by Councilmember Shryock, to approve the <br />amended and restated Policy for Leasing City Owned Property with the amendment changing 75 <br />percent to 25 percent. <br />Further discussion: Councilmember Kuzma stated that he is troubled that favoritism is given to <br />one group over another and therefore he could not support the reduction in rent.
