programing for the local schools and preservation or reuse of historical buildings, such as the old <br />town hall in Ramsey. <br />Councilmember Kuzma asked if there are any plans for the old town hall. <br />Ms. Ebnet-Mavencamp stated that to her knowledge the building is just sitting at this time and <br />noted that a good starting point would be to have a structural survey completed and then further <br />complete a needs survey of the community to determine the best use. <br />Asst. City Administrator/Economic Development Manager Brama thanked Ms. Ebnet- <br />Mavencamp for coming in to introduce herself, noting that the intent of the case was to create <br />this connection. He noted that the Historical. Society does have resources that the City can use if <br />they so choose in the future, providing the example of the old town hall. <br />Mayor Strommen stated that as the Council continues to move forward with the Strategic Plan <br />and vision the Council the identity of the City can continue to play a role and perhaps the <br />Historical Society can help to tell that story. <br />The Council thanked Ms. Ebnet-Mavencamp for her time. <br />City Administrator Ulrich confirmed that Ms. Ebnet-Mavencamp would help to organize a <br />volunteer group if there was a group of volunteers that were willing to assist. <br />2.02: Review 2015 Comprehensive Annual Financial Report (CAFR), Management <br />Report and Special Purpose Audit Reports <br />Finance Director Lund introduced Aaron Nielsen of MMKR. <br />Aaron Nielsen, MMKR, reviewed the documents which he provided to the Council including the <br />Comprehensive Annual Financial Report (CAFR), Management Report and Special Purpose <br />Audit Reports. He reported that the City earned the highest rating, an unmodified audit opinion. <br />He briefly highlighted the changes which were implemented as a part of the changes in standards <br />for the pension accounts. He stated that there were no material weaknesses and no instances of <br />non-compliance in regard to governmental standards. He noted that in terms of legal compliance <br />there was one finding, noting that a bid was tested and was missing the required contractor <br />language. He noted that through this process they review past findings to determine if the issue <br />had been corrected and advised that the two findings from the previous year were reviewed and <br />had been corrected. He reported that the City received an increase in market value and tax <br />capacity this past year. He provided a summary of the City funds, budgetary information, <br />operations and net investments and assets. <br />Councilmember Riley referenced the retirement change, stating that it is his understanding that <br />the change is simply in recording and does not change the cash amounts of the City. <br />Mr. Nielsen confirmed that there were no cash entries changed just changes made to the financial <br />statements. <br />City Council Work Session / June 28, 2016 <br />Page 2 of 4 <br />
