Councilmember Riley asked if staff reviewed other bid contracts to determine if there were <br />additional findings. <br />Finance Director Lund noted that there was just the one instance that happened earlier this year <br />and was on a project that did not even move forward. <br />Councilmember Riley referenced pages ten and 11 which compare the budget and actual and <br />asked why this information did not show the budget at the beginning of the year as he believed <br />that would be more helpful. <br />Finance Director Lund stated that the amended versus the final budget is what is shown. She <br />noted that what she brings to the Council does reflect the original numbers versus the final <br />numbers, specifically on page 51 of the CAFR. <br />Mr. Nielsen stated that the original and final budget are shown in the CAFR. He noted that some <br />cities amend their budgets quarterly or monthly and therefore the standard is to display the <br />information in this manner. <br />Councilmember Riley referenced the enterprise funds and asked if there is ever a time the City <br />decides that there are enough money in those funds, specifically the water and sewer utility <br />funds, recognizing the future infrastructure needs. <br />Finance Director Lund stated that capital expenditures are not outlined in those numbers and <br />noted that the City is following the sewer and water studies which incorporate future <br />infrastructure needs. <br />2.03: 2016 Ramsey Citizen Survey Results <br />Asst. City Administrator/Economic Development Manager Brama stated that this item will be <br />discussed more thoroughly in the Work Session while a briefer presentation would be made at <br />the regular meeting tonight. He noted that a final presentation and adoption would occur at a <br />future Council meeting. <br />Councilmember Riley was unsure why the presentation would be made twice. <br />Mayor Strommen stated that she discussed this with City Administrator Ulrich the previous day. <br />She noted that the results would be reviewed tonight and then recommendations can be made for <br />how the results will be used and the results will be adopted at the future presentation. <br />Asst. City Administrator/Economic Development Manager Brama reviewed the staff report and <br />survey results in detail. <br />Mayor Strommen stated that it would be helpful to know the sample size in order to determine <br />the range or variation and whether an item is an actual statistical increase or decrease. <br />City Council Work Session / June 28, 2016 <br />Page 3 of 4 <br />
