TIF Specialist Sullivan replied no, but explained that the EDA had talked about the possibility of <br />purchasing land around Armstrong Boulevard to relocate some of the businesses. <br /> <br />Member LeToumeau inquired if they should be sending letters to the business owners <br />questioning if they were interested in relocating at this time. <br /> <br />Associate Planner Wald replied that she did not believe that there was funds to proceed with <br />relocating several businesses at this time because RALF funds are dispersed based on <br />availability. At this point it will probably be something that is considered when land is available <br />and then on a ca~e-by-case basis determine if it is appropriate to try and relocate a business. <br /> <br />Member Kurak inquired if RALF funds can be used for relocation of a business or only property <br />acquisition. <br /> <br />Associate Planner Wald replied that she was not sure, but would find out. <br /> <br />Member Kurak explained that it was the consensus of the City Council that the City is not going <br />to approach anyone about buying property at this time. There has to be a willing buyer and <br />willing seller. <br /> <br />Member Strommen inquired if the idea being presented was that the City would possibly <br />purchase land somewhere else in the City for the purpose of relocating existing businesses. <br /> <br />Associate Planner Wald explained that the thought was as the City redevelops they should keep <br />in mind the businesses along Highway #10 that may need to be relocated. <br /> <br />Member LeTourneau stated that it would seem to him that all the businesses along Highway #10 <br />are at risk of being relocated. <br /> <br />Member Gromberg replied that that was true. He stated that the idea of purchasing land along <br />Highway #10 as it becomes available is a great idea, but he does not think the City should be <br />picking and choosing which businesses would be relocated. He envisioned that it would be a <br />situation where a business would approach the City indicating that they were looking to relocate <br />in the City and then work with the City to see if it is feasible. <br /> <br />Member Kiefer inquired if there are willing sellers would it be possible for the City to purchase <br />the property and then lease it back to the business owner. <br /> <br />Associate Planner Wald explained that the Council has talked about that possibility more than <br />once, but the problem is that the City would then become landlords, which they are not set up to <br />do. <br /> <br />Member Gromberg stated that he thought it was something they should at least look at. <br /> <br />Economic Development Authority April 19, 2004 <br /> Page 6 of 10 <br /> <br /> <br />
