Member Strommen stated that one of the reasons this is before them is that the EDA discussed
that the City could purchase land along Armstrong Boulevard at today's rate.

Associate Planner Wald noted that the City Council has discussed the option of leasing back
property, but they have not expressed interest in doing so.

Member Gromberg inquired as to how the City will find willing sellers.

Associate Planner Wald replied that the property owner would approach the City.

Member Strommen noted that the property owners have been informed that their property has
been officially mapped.

Member Gromberg inquired if any willing sellers have contacted City staff.

Associate Planner Wald replied that one or two property owners have contacted City staff.

Member Steffen stated that it will still probably be several years before Highway #10 is upgraded
and he doesn't think they want to have vacant buildings along Highway #10 until those
improvements take place.

Associate Planner Wald replied that was true.

Member Kurak stated that she thought it was early to discuss the issue at this time. The EDA
concurred.

Case #5: Business Park Monument Signs

TIF Specialist Sullivan explained that the City of Ramsey has spent a great deal of money and
time on constructing and redeveloping its industrial parks. The City continues to grow and is
trying to establish an identity for itself and it would make sense to attach its namesake to
successful projects within the City.

Member Kurak inquired if the Town Center will be having similar signs, but it would be nice to
have continuity.

Mr. Feeges replied that is something they are currently looking into.

Member Kurak stated that she thought the signs were a great idea.

TIF Specialist Sullivan inquired if all of the signs should be the same or should they have some
variety.

Economic Development Authority April 19, 2004
Page 7 of 10
