Member Kurak stated that she would like to see some consistency, but allow for some
differences that flow into the Town Center. She noted that she was comfortable with moving
forward with the signs because TIF Funds would be available.

Member Gromberg inquired if the signs would be lit.

TIF Specialist Sullivan replied that he would prefer that the signs not be lit for maintenance
reasons.

The EDA agreed.

Consensus of the EDA was to direct staff to put together some preliminary designs and receive
cost estimates.

Member Kurak stated that she wants to make sure the City works with the Town Center on the
design of the signs.

TIF Specialist Sullivan inquired if the EDA would be willing to participate in some of the cost.

Member Kurak replied that there is not money in the EDA budget.

Member Kiefer stated that he thought the monuments were a good idea to provide identity to the
City.

Case #6: Promoting/Representing Ramsey

Associate Planner Wald stated that staff would like to discuss opportunities for the EDA to
represent and coordinate Ramsey elected representatives at functions where the City is being
recognized for particular projects. It would seem appropriate that the EDA try to make contacts
with business newspapers, developers, and other applicable groups to inquire about opportunities
to represent Ramsey. The Town Center has generated a lot of discussion about Ramsey and it
seems appropriate that the EDA try to continue to market Ramsey as a whole and communicate
with elected officials about up and coming functions. The EDA is well rounded in knowledge
about development projects occurring within the City and therefore is an appropriate group to
facilitate ensuring Ramsey is represented at functions when appropriate.

Member Kurak explained that she brought the issue up with staff because the City is lacking
presence at some of these functions and she thought it made sense to get the EDA involved so
that they can attend some of those functions.

Member Steffen inquired if people are not currently attending because they don't know they
events are taking place.

Member Kurak replied that that was exactly it.

Economic Development Authority April 19, 2004
Page 8 of 10
