Public Hearing
P & Z-5-
12/15/80

Mr. Deemer asked, how far behind the barn.

Ms. Nugent says to the fenoe behind barn to the other fence. Same area
where the pigs are.

Mr. Rychner asks will manure be spread along back property line.

Ms. Nugent says it will be put on pasture. If anyone gets the smell,
it will be Mfs. Dill as that is where it goes.

Ms. Kortuem says this is what makes it hard for us. The fence is not
in my backyard but if it was I would be upset. It is the smart
con~nents like this is why we can't get along.

Ms. Nugent says if he threw' a 4 x 4 at you wouldn't you get mad. How
would you like him %o take pictures of you and watch you with binoculars
all the time.

Mr. Rychner says yes I took pictures of before the fence went up and after
it went up. He brought them up and showed them to the members of the
planning and zoning board.

Mr. Deemer wants to know if the fence existed when the police were called
there.

Mr. Rychner says that it was part way up and then the wind blew it down
and it was being re-erected when he called the police.

Mrs. E.Hoefort, 6210 177th Lane N.W., Ramsey, Minnesota

We live right behind - next door to the Nugents. The pigs were on one
acre of my land. Mrs. Nugent's father or someone whom I thought was her
father was to put in clover on our land and then the next year he said
he would put in corn. The neighbors went along with it. We did not
object to the pigs. They have never come to us and asked if mm wanted the
pigs, etc. We live closer than Cindy Rychner and Glenn Rychner and ~e have
never been approached. This is all blown out of proportion. If it was
handled different before this I think we wouldn't have all this problem
now. There is a lack of communication between people.

MS. Hoefort says the cows and pigs are in the back of our property.
That is to our advantage. This is still farm property. The point is
getting the people together and sit down and talk. We have animals
all across the back of our land.

Mr. Villeneuve says I think it would be better if they would take down the fence
and then talk about the cows. An appraiser told the Rychners that that fence
would reduce the value of their property by $4,000.00.

Ms. Nugent asks do they want to sell the land.

Mr. Villeneuve says they have thought about it but they couldn't afford to
lose $4,000.00. The fence is not needed and it is not functional and was
put up just for spit.
